Have you any comments on these OrdinanceSplease, if not, I will arrange for the issue of G3 forms saying that the power of disallowance will not be exercised.

The Governor has also forwarded three other Ordinances, Nos. 4, 5 and 6. These were not enacted immediately on his arrival and I am minuting them to you on the separate files.

I have no comments on the Ordinance. As to the

question in the third paragraph, the main purpose of

the Ordinance is to validate three classes of Acts

those described under Section 3 (a) and (c) -

Classes

(a) I should think are finished and done with,

but I think the Governor should be advised to consult

the military and get their concurrence.

It seems

to me a matter to be settled locally provided that

"the period" is not prolonged unduly.

(b) are clearly over and done with and no more

such acts can be committed.

(c) refere to payments made without legal authority.

I do not know if these have come to an end, but the

Department presumably does, and if they have the

Governor can, subject to the remarks in (a), declare

the end of the war period for this purpose whenever

he pleases.
